Joan Kloepfer has served as our Finance Manager since 1998. She oversees our financial interactions with project partners and other entities in the public and private sectors and is responsible for ensuring the Foundation's compliance with the requirements of our funding organizations.

Prior to joining the Böll Foundation, Joan was Chief of Staff to DC Councilmember Carol Schwartz and managed the finances of two of Mrs. Schwartz's political campaigns. Joan also spent four years researching and writing in the field of telecommunications and served as Desk Officer for the pre-unification GDR and later the united Germany at the U.S. Department of Commerce.

Joan holds an M.A. in Soviet Studies and International Economics from the Johns Hopkins University School of Advanced International Studies and a B.A. in German Studies from Oberlin College.
