Afghanistan: Response to Forced Returnees
In fall 2023, tensions rose between Afghan and Pakistani authorities. Pakistan threatened to expel undocumented Afghan nationals, potentially extending to other Afghans. Despite negotiation attempts, forced returns began on November 1, 2023. Afghan families returned from Pakistan via Chaman/Spin Boldak and Torkham border points, alarming local officials. Little services were available beyond those provided by IOM. This brief examines the institutional response, meeting immediate and long-term needs, caseload management, private sector engagement, and challenges faced. It concludes with recommendations for international support.
