Between Hard and Soft Power - The European Union In A More Competitive World
Worldwide we are witnessing the return to great power rivalry, and – as a reaction – the calls for strategic sovereignty of the European Union are gaining strength.
Would a more strategic EU risk to lose its “soul” and its unique identity? How can the EU navigate through a more competitive world and maintain its core values at the same time? And how does the concept of European strategic sovereignty resonate with green principles?
These questions were at the core of the 21st Foreign Policy Conference of the Heinrich Boell Foundation, which took place from 14 to 29 Januar 2021 and focused on the future of Transatlantic Relations, the European Neighbourhood Policy, Digital Politics and Geo-Economics.

With Joe Biden taking office, there is new hope for the transatlantic partnership. But in a changing world it is no longer enough to simply revive the old transatlantic relations, rather a new beginning along new topics should be attempted.
As part of our 21st Annual Foreign Policy Conference, we brought together 16 US-American and 16 European young transatlanticists and discussed with them what progressive transatlanticism could look like in the 21st century. The discussions were structured around four subject areas: security policy, the green deal, digital policy and the defense of democracy. These graphics were created live during the discussions and give an insight into the most important moments of the debate.

The 21st Foreign Policy Conference finished on 29 January 2021 with a closed expert conference. The aim was to deepen the debate about a strategic sovereignty of the EU in four very concrete areas. When debating Belarus and Libya, the groups focused on the Eastern and Southern neighborhood policy of the EU. Furthermore the EU-sovereignty in the area of digital policy as well as geo-economic ambitions of the EU Commission came under scrutiny. All discussions were held under Chatham House Rule. The above graphics were created during the debates and show the most important results of the four parallel working groups.
